How can I submit the proposal?
I can only see the remark that the proposal is not submitted at this moment. Currently not all the information is suplied so maybe that is the problem.
All needed information regarding a project and all project partners must be supplied beforea project can be submitted.
This will be the case when all red icons
have been replaced by green ones 
. In this case you will find a "submit" button 
in the project view directly below "project state" section.
